Canada has required 14-day quarantine since march (the biggest barrier to our visiting family).
The test requirement came into play a few months ago.
The quarantine is semi-enforced by the border control agency (they do follow-up calls, and sometimes even surprise pop-ins). I guess they have a lot more bandwidth since people don't travel anymore.

etcDoesn't matter if it is business, citizen, non citizen, etc. Two weeks in a state listed hotel or guest house. COVID tests at 3, 7, and 14 days.
Makes it a difficult pain, but also the reason that internally, things are pretty open.
Want to go to a bar/restaurant/disco/theater, etc. Go for it.

Well then once the tests became available. Nevertheless, the US could have required two week quarantine and restricted travel by all routes, not just land. Non restricted open air travel was an open back door. Idiots in this country certainly took advantage of that in defiance of our various levels of government begging people not to travel out of the country unless it was essential. Holidays in the sun or trips to Vegas are non essential in all cases.

Because the NY wave last year came from European travelers that got it from China. These sort of measure could potentially help drop the spread - and they're not that costly in aggregate.

If I recall correctly, I believe ALOT of the Northeast wave was from Nile River cruises.
