So the other day he announced a fine and loss of licensure of anyone who vaccinated someone out of official prioritization schedule.
People (like me) called him a jackass since that will almost certainly lead to vaccines expiring unused.
So now he added a fine for any vaccines that go unused, payable by the vaccine center.
So what's the safest thing for a center to do? Under-procure a bit to make sure they don't get ahead of their official list.

Hm. But it sounds as if there's a magic triangle here with three goals where you can only pick two:
- Timely vaccination of the population
- Fair prioritization
- No waste of vaccines.
It may well be that he has chosen the wrong point on the magic triangle, but it seems to me that there's no "good" solution here. Or is there?

BTW, is Cuomo a bean counter, or worse, an MBA? He sounds like one.
