On Amtrak, you can BYOB - but you can only drink it in your sleeper room. If you're in coach, you have to buy it on board.
But, a conductor told me that if you put your whiskey into an Amtrak coffee cup, behave responsibly, no one will ask any questions.

The whole reason we call them illegal aliens is because they’re subject to our laws.
