I believe the Trump voters receive a slightly higher allocation.
This will probably change in January.

I would think it'd be proportional to population, and maybe weighted by age (though don't know if any states skew much older than average.... florida?)

When skimming for the news, I heard that a few states are receiving about half of what they had been promised (like Illinois and Florida for example)

I believe science tells us that the fittest will survive.
Why does the government hate science?
Just let people fight it out. Money, privilege and fitness will survive.
Things will settle down nicely with the right people protected from the virus.
