Like anything, it is easy for politicians to promise anythings.
How to pay for it? usually assume super optimistic trends or projections.
"We will be able to pay for this climate stuff because we expect the US economy to grow at 16% per year over the next 10 years, and the increase in taxes paid will more than cover it."
"But, we have never had 16% average growth for 10 years!"
"Just you wait and see!!!!!"

No longer necessary or economically feasible. We will be able ship to tide water without the Western Canada Select discount on product to the US once we have completed Line 2 of the Trans Mountain pipeline to Vancouver. The days of giving away our upgraded oil are over.

Besides, the useless conservative provincial government here in Alberta dumped $1.5 billion into KXL last spring to appease their friends and benefactors in the heavy oil industry.
