That is pretty goofy.
(Not quite as bad, but in developing countries, little roadside stands will have old liter water bottles filled with gasoline that they will sell. Mainly to motorbikes and scooters. People drive up, need a liter of gasoline, they will pour the "water" bottle into your tank and off you will go. However, I think (and hope) that when the stall owner goes to get gas, he uses something other than a plastic bag. LOL)
