I think it’s just a TNCR Twitter glitch.
It’s video of Trump being interviewed where he says he was going to lower the tariff on Switzerland but:
“I didn’t really like the way she talked to us… So, instead of giving her a reduction, I raised her to 39%.”
Textbook national emergency.
