I believe there's a costly but fast direct train from HR to central London. Given your limited time that might be preferable over the tube.

People try to do too much when visiting London. I'd just do one thing and spend some time there.

If you don't want to go into town, you could visit the Brooklands Museum, aviation and motorsport. I went there with my son when we had a half day left over at the end of a vacation and were flying out the next morning.

I have been to London but my last trip there was maybe 15+ years ago. This 21 hour layover at Heathrow seems too short to really do much and yet too long to waste, and I suspected what @AndyD (next door) says about tourist places shut at 5 or 6 PM, hence asking for advice.
