Circulatory Death Organ Donation

Article on prospective organ donors allegedly being prematurely rushed into organ harvesting procedures or being inappropriately pressured into giving organ donation consent. These center around "circulatory death" (as opposed to "brain death") organ donations.
The article recounts a few "horror stories" (e.g., harvesting surgeon cut a donor open and found that the heart was still beating, patient being asked for consent right after coming off sedation, donation coordinator interpreting potential donor's signs of recovery as "reflexes" and suggesting more sedation). I have neither the comprehensive data nor the technical expertise to tell whether there really is a systemic problem or these are merely random errors that can exist in any system despite reasonable precautions, but can certainly appreciate that there can be a chilling effect on organ donations if these errors occur more frequently.
