I could not find reference to them on map. Where do they appear and do they share a border with Israel?

It’s the city of Hebron which is in the West Bank. So what they’re proposing is succession from the Palestinian Territories, they form an Emirate (like the gulf states but with no oil or money) and they’d recognize Israel.
