I usually don’t buy political tell-all books because the juicy bits show up in reviews. But I’ll probably listen to this one.

Infuriating, yes. Scary - not so much.
To some extent, when you vote for a President, you vote for policies. Yes, personality has something to do with it. But ultimately, it is policies.
For a hypothetic, lets say that President Biden was completely "disengaged" for the last two years of his president. Would there have been a significant change in policies if he were fully engaged? Not sure there would have been.
The job of the president is so big and vast, that it is impossible for them to be involved in every thing. Even during normal times, a lot is delegated to others. He may give an outline of what he wants, but much more the 10000 foot view than the 10 foot view.

Policies be damned, POTUS needs to be able to absorb new information and act on it quickly as needed. Quickly is not often necessary, but when it is, it is vital.
