If a French company doesn't want to deal with US government standards for French companies that do business with the US government, the French company can choose not to do business with the US government. I suspect that anything the US government needs from businesses overseas will have plenty of other bidders who won't mind conforming to whatever standards, for a nice fat US government contract.
