Seems easier and cheaper to just vote away their funding.

Again, easier and cheaper. Easily done in reconciliation. Can’t imagine having trouble getting caucus unanimity.

If NPR is breaking the law, I would prefer it be done that way. Then the opposition would be left with the weaker rhetoric that the courts are all ideologically captured. The rhetoric that the GOP hates liberal media, and will use the legislative branch to destroy it, is stronger.
