For airplanes, I would think that would be federal. Would the federal arrest the guy if he was flying from NY to California?

Im surprised the interstate telemedicine itself was legal.

I’m in NY and they confirm you are in state when you start a visit. I may have even lied before when I was traveling and didn’t want to cancel my appointment.
