Craig Fugate, the FEMA director who coined that phrase ‘Waffle House Index’, started off as the emergency manager for Alachua County (Gainesville, FL) where my sister has spent her career. She remembers when his office was an old closet in a county building.
Odd coincidences led to the very unlikely scenario of she and I having personal connections with two consecutive FEMA directors.
