        Well, the three branches are supposed to be independent of each other. I think that this the whole basis of teh checks and balances.

          Yes, and I've made that point when it comes to the ethics allegations about various Supreme Court Justices. The legislature has no say over how they behave.

          But...

          The pardon power of the President is plenary as far as any federal crime goes. It has nothing to do with the separation of powers.
