No problem arresting CCP operatives, assuming they have broken some law or have done/planned something to harm the USA.

Why is an executive order needed, though? Can law enforcement not arrest them following existing law using regular law enforcement procedures?

One other thing to check would be to see if they have diplomatic status and could prevent their arrest.
