Under the Constitution...
Article I, Section 4, Clause 1:
The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of chusing Senators.
I think there's enough wiggle room in the clause to standardize a few things. I think the Feds can require a drop-dead reporting deadline. I think the Feds can require a full accounting of the ballot at all places that are open to fraudulent acts, which might put more emphasis on same-day paper ballots and fully witnessed counts.
Regardless, I know we can do better.
