My own view is that our national approach has been more paternalistic rather than enabling. It doesn't mean I think we should ignore issues of inequality, but they are culturally very deeply embedded. Some kids grow up without seeing anyone they know have a leg up to succeed.
My question has always been how do we share the vision of an American dream with these kids such that it's real to them. Until that happens, we're not going break the poverty cycle and all our efforts will only be minimizing the impact of poverty, simply alms for the poor.

It will be nice not to have a president that tells graduating classes of color that they should be proud of their accomplishment, but don't forget that the country will always hate you. Every compassionate progressive really wants black people to know that. Compassion is so funny.
