Shutting down is fine, but keep a few around and do not dismantle them. Coal fired power plants are still among those easiest to "cold start." In a catastrophe where all power generation facilities are shutdown, coal powered plants are still likely the ones that can get civilization back to its feet the quickest.

I doubt they have the funds to keep them in mothballs, but it's not a bad idea given the international picture.
