So, with 12 years of Democrat presidents since then, why hasn't it been repealed? We all knew that W was Hitler, back in the day. Why are his acolytes continuing the process.

Actually, I like that whatever new administration comes in doesn't fully reverse every "bad idea" of the previous one. Some of those ideas sound bad - but are good. A little hierocracy helps us all feel better about ourselves.

Not so.
The Immigration and Naturalization Service ("INS") started issuing each noncitizen a unique A-Number in 1940 as part of the Alien Registration Program (see Alien Registration Forms). On April 1, 1944, INS started using A-Numbers to create individual files, called A-Files.
