(Dont the prisons get X$/prisoner per day for food? If I remember, teh amount is pretty small, so no surprise the food is bad.)

Want trouble in your prison? Feed bad food.
Cheap food does not equal bad food. I've eaten at Camp F at Angola multiple times. It ain't haute cuisine, but it's edible. They tend to feed a lot if "stretcher" foods. Smoked bologna, white beans and rice. Chicken leg quarters cooked into chicken and dumplings served over rice. Mostly vegetable meals from produce grown on the prison grounds. Spaghetti. Mac & cheese with a bit of diced ham. Pork jambalaya.
Warden Cain had his own (sticky fingers) problems, but he believed in three things:
- Work your inmates. A tired inmate is a good inmate.
- Feed your inmates. A full belly makes for a less angry inmate.
- Church your inmates. There are multiple inmate churches on the grounds of LSP. There are meeting areas for smaller groups such as Muslims or Jews, etc. Inmates will be allowed accessto services. Hope makes better inmates.
