I think it depends on your skills. We had a total of 5 applicants for our recent posting for an electrical engineer. Two would only work remotely, one is clearly going to leave in about 3-4 years, one is pushing retirement age, not that there's anything wrong with that of course. I'm awaiting an interview with no. 5....

Nothing wrong with those two. If an employer really wants an employee to stick around for a long time, sign a long term employment contract, don't hide behind the "at will" language.

It takes 3-5 years to learn how to do this job. Freedom is good, but common sense is needed when hiring.

3+ years employment contract, then.

If the older guy will give you 6-8 years, I'd hire him.
The other problem we have is over 3/4 of the engineering staff are over 55, and about 1/2 are 60 or over, so there's a more difficult issue to solve. We may hire him anyway - there's a lot of skills people in their 50's have that folk in their 20's and 30's don't even seem to realise are actual skills.

That doesn't actually solve the problem. The last thing I want is somebody working in my team who doesn't want to be there. We need people who are going to stay for 20 years.

Was there ever a time even you didn‘t want to be there?
