It's been the law in Illinois for a long time.
There have been several studies that demonstrate that hands-free is only marginally safer and ALL cellphone use while driving is equivalent, in impairment, to DUI.

There was a guy (in CHicago I think), that didnt like people who drove around distracted on their phones. So, he had a cell phone jammer in his car and when he drove around, it disrupted cell phones with a certain radius. I believe he used it on the expressways. He got caught becuase it also interfered with police communications.
