A lot of stuff here, but first, this is journalistic malpractice:
The law, the Vulnerable Child Protection Act, makes it a crime for medical providers to offer medical care to transgender teenagers.
So a transgender kid having an allergic reaction won’t be given an epipen? FFS, NYT, that’s absurd.

The law, passed by the state’s Republican-controlled Legislature, makes it a felony for doctors to provide transgender medical care for minors, including hormone treatment.
Here’s what concerns me with the ban. In my limited medical knowledge, I can see some hormonal treatments that are medically necessary but are not allowed by the ban.
