Chy-na and Russia make the claim. Has this really been validated?

Also, if China and Russia have them, what do you think the odds are that the US hasn't already developed this? It's not like it's been a secret.

I also found it interesting that though the hard points defeat stealthiness, they can be used for specific missions. Otherwise, invisible.
