Sure, hospitals can be more profitable if they accept only the rich patients. What do you do with the poor patients then?
What did we do with them before the expansion?
My guess is that the average cost per patient per hostipal stay has gone up much faster than inflation. So, it becomes less and less worth to treat poor patients
