Earlier in her career my sister ran a department of nurses and social workers that, among other things, was tasked with ‘rehoming’ patients who needed care but not a hospital. It’s tough, they have very specific requirements about discharge, yet they often had numerous patients that were basically living there for a lack of alternatives.

OTOH, since we have some Dems in favor of post-birth abortions, unplug her ass, roll her in the corner and slab her in the morgue when she quits gasping.

Just call it an abortion and it's all ethical.

Oh, I think I did, on multiple levels:

1. Medicare and Medicaid reimbursement.
2. Assignment of patients based on the willingness of facilities to take them
3. Sanctity of life vs. a political party's interpretation of it.

There's a lot more than that, but these are all cogent subjects in this conversation.

Nope, I disagree. Financial costs are a huge factor in end-of-life decisions. In this case, the government is paying, therefore the government has a say...That's probably why the institution restriction. Also, why I think the next big battleground for medical resources is going to be the last 12 months of life.

Sorry for the misunderstanding. Your point 3 as you explain it, is indeed relevant as it is ever growing and pressing issue confronting health care delivery systems throughout North America. That is not in dispute.
