Yeppers. But who?
We're talking grenades, rocket launchers and belt-fed machine guns. Americans can't own the first two and the machine guns are highly regulated.
This stuff is coming from military arsenals.

I could see this being an issue also. The world wide weapons trade is huge. Ju st look how many weapons were left or lost in Iraq/Afganistan, etc.
