When you're under a mandate to hire more of anything, Asians (nah, they're too smart, got enough of them), whites (Allah forbid, not THOSE people, we got enough slave masters), Hispanics (okay, but not at the expense of more correct minorities) and blacks (Sorry, African-Americans, even if they originally came to the country from Europe four generations ago. They are what we're looking for), you write the specs for what you need or you cheat the specs.
