What is the legal basis for restricting travel for ANYONE who has not been convicted or accused of a crime?

Probably not going to hold up, unless a distinction is made that these are non-citizens.

It may give some bus companies pause though.

Chicago has said it will hold drivers accountable that don’t follow the strict new rules about when and where they can drop people.

If I recall, the Biden administration has delivered about 150K "migrants" into NYC.

An order of magnitude more than the buses.
