          By the way, there's some truth in what the policy states. As someone who's raised 4, I can assure you that there's no "maturity switch" that gets thrown at age 21.

          24-25 is more like it.

            Right but black youths from 15-24 are by an order of magnitude the most violent segment of society.

            If we give them a break, what about the victims?

                Yes, car insurance companies know this, for a long time. Car insurance premiums stay very high for young drivers until they turn 25 or get married.
