With the increasing numbers of Aussie-style punters in the NFL, I'd like to change the rules for running into or roughing the kicker.
At the beginning of the third step, the kicker shall be considered a runner, no matter if he is behind the line of scrimmage attempting to kick.

Are you allowing Australians to play colonial football? I should warn you, they're likely to steal things and engage in low-brow humour when interviewed.
