Each province made shit up its own peculiar way. Feds only dealt with federally regulated agencies and entities as such as international border crossings, federal civil service and the Armed Forces. It also marshalled and distributed vaccines to the provinces and territories. The real stupidity was at the provincial and municipal levels across the country.
