The problem is: if something happens that is so bad that he needs his bunker, it may occur quite suddenly, and then there is teh problem of him getting to Hawaii from wherever he is.
The cunning hare has three hideouts. 狡兔三窟。 Who says Zuckerberg can have only one bunker?
I wouldn’t call that normal prepper behavior. His risk of being targeted is many orders of magnitude more than others.
