The NFL needs to do two things:

1. As Sean Payton has advocated for years, make officials full-time. Pay them well. Train them well. Demand a high level of consistency and excellence.
2. Embrace technology. If the XFL can do it, certainly the NFL can. Add a replay official at every game. Give him access to all camera angles and to back-up officials.

The Saints (and probably every team in the league) have a running file on every officiating crew. Part of the game plan is addressing with the position groups what penalties the refs tend to call and what they'll let slide.
