I guess it is those gosh darn liberals that control the state government in Texas that are allowing this to happen.

I have several friends and former colleagues whose primary residence is here in Canada but also own residential/vacation properties in the US. Primarily in Arizona and California but al least one has a property in Texas, just south of Houston if I’m not mistaken. Depends on the state. About 30 years ago even I looked at a vacation property in Montana near Kalispel.

I was using sarcasm in my response, but I am not sure what the country or state can do. If a developer properly buys the lands, zones it (if zoning is required), etc. a county or state cannot discriminate against who he wants to sell it to.
I would think that state laws >> county laws
