            Saw it now.

            No doubt the guy should be punished, but according to the article the child wasn't injured, hence I don't think it is quite as bad as you suggest. I mean, there should still be room for more severe penalties if the guy had actually hurt the child.

                  I want the one holding the toddler's arms to get the same. That person is just as guilty.

                  The child may be okay physically, but this kind of thing leaves emotional damage that doesn't go away. The list of problems that treatment like this causes for the child throughout their life is long.
