        No, “export tariff” means you can legally export something as long as you are willing to pay the government extra money to do so. “Export control” further includes limitations like “you cannot legally export at all” or “you can only legally export up to certain quota” regardless of how much extra money you are willing to pay the the government. It a difference between a “tax” and a “prohibition” or a “quota.”
