          Exactly. For all the hand-wringing that goes on about these overburdened cities, what is the solution to the problem - not just in NYC or Chicago, but nationwide?

          I have a very simple idea, but it's "cruel."

            Yep. Just tighten up the border. Revamp the immigration system to reimplement the Braceros program for temporary labor, to put more emphasis on letting in immigrants with skills and to speed up the process in general.
