No, but that’s what Trump was claiming. That he did drain the swamp by replacing Comey with Wray.

He doesn't run it; it's way too big.
I've told the story in here before about how Eisenhower on his first day as president, entered the Oval Office with his aides, went around and sat at the desk, rested his hand on the phone and said, "Here I sit, the duly-elected leader of the free world. I can use this phone to call anyone in Washington -- and nothing will happen."

In Truman’s last days he said the same thing - about Eisenhower. Something like ‘he’s going to come in here, give a bunch of people orders, and nothings going to happen’.
