I did some work for MLK back in the 90’s that had to do with census statistics and mortality. It wasn’t a pretty picture, but neither were any of the other LA County hospitals. Pretty much all indigent care.

I'm sure social pressure to not look too deeply into the failures (because racism if you do) also played a role.

I do think a two-tier healthcare system is the most practical.

University -based hospitals and clinics training physicians and healthcare personnel, treating the indigent/Medicaid.

Then hospitals and clinics for insurance, Medicare and fee-for-service patients.
