I was an investigative journalist two days ago, uncovering the real story behind a rumor of a helicopter crash. Did I bribe high level Pentagon officials? Maybe. Did I threaten to go public with certain salacious details about Syrian diplomats? Possibly. If anybody is going to tell me I acted unethically, I will only respond that sometimes, ethical people must do unethical things, for the greater good. The story needed to be told.

Do they mean “most number of people who are unethical” or “most unethical of people” or “largest proportion of people who are unethical”?
