Problem with that Kite and Key video is that it doesn't substantiate why NEPA is the primary cause for delays and highest costs for infrastructure projects.
It rattles off a few examples of infrastructure projects taking too long and costing too much, but doesn't get into analysis that shows NEPA to be the primary cause of those delays and high costs.
They may still be right (it certainly sounds plausible), but they haven't shown their work.

Well, I showed that to a friend of mine who has been a construction PM for decades. He confirmed it was accurate.
Here you're appealing to authority. You cite "a friend" who supposedly knows something to make a claim, but neither you or your friend has shown any analysis that backs up the claim.
