A Final Solution to This German Question

So, my boss is German. He started living in the U.S. when he was about 12, but he went back to Germany, served in the army over there for 2-3 years, then moved back here.
His boss knows he's German. And she doesn't appear to be Jewish; I'd be surprised if she was. But anyway, her emails to him almost always include Jewish/Jewish-American phrases, and the frequency of email correspondence is multiple times daily.
The rest of us get emails from her, though. No Jewish phrases.
So my question here is this: do you think my boss's boss is a sociopath?

I've worked for one before; also female, which I understand is more rare. Watching her imitate emotions was fascinating in roughly the same way that watching Nature is Metal videos is fascinating.
I do wonder about what we're dealing with here, though. Douchebaggery is based on immediacy and what's most present-in-mind; this shit is (1) going out of your way to (2) exploit professional circumstances that make communication mandatory to (3) apply creativity to get away with using personal information against someone. I don't know what you'd call it but it's at the very least terribly unhealthy.

I've known plenty of managers who play really crazy mind games, even ones on my lowly level. Some people just love tweaking other people, and a position of authority is real easy to abuse, particularly if you don't like somebody.
I find one of the hardest things about managing is being fair to people I don't particularly get on with.
I have to say, though, the Jewish-German thing would get you fired where I work, or at the very least given 'sensitivity training'.
