And can riff for an hour, never consult his notes and has an opinion on every subject.
The Resident, when taking a question on a particular topic, has to have a score card with the question, who's asking it (complete with name pronunciation) and
who they're working for. He couldn't do a free-wheeling press conference at gunpoint. -
Trump’s hour-long rants are rather unhinged but everyone’s used to grading him on a curve. There’s no expectation that he will be coherent and consistent from one day to the next.

(In President Trumps defense (or any other President or high level person), it is very very normal to have a "cheat sheet". I have prepared a lot of such things with bullet points of what may be discussed.)

@taiwan_girl I may be wrong, but if I had to guess, those photos of "cheat sheets" that are (supposedly) in Trump's hands look like they were written by the sharpie-loving Trump himself, rather than a White House aide.

@George-K I agree. But I also think that his secretary or aide worked with him on what to write.
And as I said above, I would be more concerned if a president went into a meeting/conference/whatever, without some sort of preparation, like a cheat sheet. When I have done them, we would anticipate questions/comments and have bullet point responses.
For example:
Meeting with Economic Officials in Thailand
Point: Taiwan increasing chip making in Thailand
Pros:
increased cooperation
economic benefit (add data)
previous chip manufacturing
skilled workforce
etc,Con:
Utility concerns availability (electric, water)
Local opposition to land reclaim
skilled workforce
etc.(I realize that the original was kind of a different thing with President Biden.)
