I think he's calling out the prosecutor. He sets some arbitrary date, and if he's arrested, well, he told you so. If he isn't, the prosecution is bogus. It's a win win for him.

I agree although the more prudent and efficacious of the two scenarios would be to leave him at large. Let Trump continue in his role of playing Nick Bottom in this real life interpretation of Shakespeare’s character.
