The gist of it is that new personnel changes are pushing the Open Technology Fund, an organization that has been appropriated $20M by Congress, to pull money from broader open-source technology incubation projects (e.g., Signal and Tor) that promote human rights and open societies to focus on one specific piece of software called Ultrasurf that is closed sourced and is only advocated by FalunGong practitioners.
Knowledgeable people who deal with Internet freedom and Internet safety technologies generally agree that “open source” is the right way to go while “close source” just hides problems and put users in danger. Hence the intensifying criticism against the changes happening in the Open Technology Fund.
Wrapped up in there was a temporary freezing of funds that included a $2M budget allocated to train Hong Kong residents in fighting Chinese cyberattacks ... this in the middle of the Hong Kong protest.
