Nebraska or Kansas would love it.
In the old days, cities were built around farmland and transportation. All we need today is water.

…Jared Kushner will probably put together some public-private partnership pitch for this where he expects nearly all the funds to come from private partners and call it a magnificent mission beautifully accomplished.
