Who wrote that headline? “Organized retail to become a Class 3 felony”? It’s missing the word “theft,” it should be “Organized retail theft to become a Class 3 felony.”

Why the qualification “… with the intent to sell the stolen goods for profit“? Exceptions for hot food and money that cannot or does not need to be resold? Should there be different rules if you steal a new Armani suit or a new Louis Vuitton bag to attend your kid’s graduation rather than reselling them right away? Different rule still if you play Robin Hood? There probably is a good reason for that clause but the reporter has not report what that is.
